Steps
Pat the beef cubes very dry and season them generously with salt and pepper.
Heat the vegetable oil in a dutch oven over medium-high heat. Brown the beef in two batches without crowding the pot, about 5 minutes per batch, then move it to a plate.
Lower the heat to medium and add the onions with a pinch of salt. Cook, stirring often and scraping up the browned bits, for 15 to 18 minutes until they are soft, golden, and jammy.
Stir in the garlic, red bell pepper, and caraway seeds and cook for 2 minutes.
Pull the pot off the heat and stir in the sweet paprika and tomato paste until the onions are coated in a thick red paste. Taking it off the heat keeps the paprika from scorching and turning bitter.
Return the pot to low heat, then add the diced tomatoes, beef broth, bay leaves, and the browned beef with any juices from the plate. Bring to a gentle simmer.
Cover with the lid slightly ajar and simmer on low for 1 hour 15 minutes, stirring now and then.
Add the carrots and potatoes, pushing them down into the liquid. Cover and simmer another 35 to 40 minutes until the beef is fork-tender and the potatoes are soft.
Remove the bay leaves, then taste and adjust the salt and pepper. If the stew looks thin, simmer uncovered for 5 to 10 minutes.
Ladle into bowls and top each with a spoonful of sour cream and a sprinkle of parsley.
