Steps
Soak the rice noodles in room-temperature water for 20 minutes until pliable but still firm, then drain.
In a small bowl, whisk together fish sauce, lime juice, and palm sugar until the sugar dissolves.
Heat the oil in a wok or large skillet over medium-high heat. Add the chicken pieces and cook for 5–6 minutes, stirring often, until golden and cooked through. Transfer to a plate.
Add the shrimp to the same pan in a single layer and cook for 2–3 minutes, turning once, until pink, opaque and firm. Transfer to the plate with the chicken.
Add the onion and garlic to the pan and cook for 1 minute until fragrant. Add the bell pepper and cook for 2 minutes until just softened.
Return the chicken and shrimp to the pan, add the drained noodles, and pour the sauce over everything. Toss constantly for 2–3 minutes until the noodles are heated through and coated evenly. If the pan feels dry, splash in a little water.
Remove from heat. Top with crushed peanuts, cilantro, and green onion. Serve with lime wedges on the side.
